If his middle inital was H then this is his Army Service Number 31033362. To see full information go to this website and type the number in search box. He enlisted April 1941 before the bombing of Pearl Harbor, Dec 1941.

You maybe able to order his Army Service Records from the NARA if they are in the 20% that survived the 1973 fire.
