l think the wooden cogs clinch it - from my slender knowledge of clocks English makers had long abandonded wood in favour of brass - my own being built in 1725. As a Hampshire UK Whiting with a full family history l have never come across a W. clockmaker in Winchester. The nearest individual would be a stationer who had a shop in Romsey but he would have been around much later. There are W wills in the name of R Whiting in the Record Office at Winchester but none from Winchester & none are clockmakers.
