I have seen a record in the Devon Records Office in Exeter that shows a J Webber marrying Emily Cornwall on 1st July 1866.

Emily was the daughter of George and Rebecca Cornwall (nee Collard). My estimates have Emily born in 1847, but the marriage record shows her to have been aged 20, suggesting c 1845/6.

You will see from the 1881 census that there were numerous Collards and Cornwalls in Whitchurch, having moved there from Bampton, which ties in with your other records.

I also believe that Rebecca's brother John Collard may have married a Charlotte Webber around 1848, does this cross with anything in your records?
