Jacob, I did some research on your query. It is not unusual for a person's birth year to vary from one census to the next.

I read the census data a little differently than you read it.
On the 1920 Hardin Co IA census Phillip Riley was age 47 b IRE.
it shows that he arrived in the USA in 1903 and that both he and wife Mary became naturalized citizens in 1917. I suggest that you try to learn where they would have filed their intent to become citizens and where their naturalization papers are recorded. Most surely either in Hardin Co IA or in the nearest place they could do it.

I checked the Passenger Lists for arrivals in the US and found one that is most likely the Phillip Oreilly you are researching.

Ship Cymric left Queenstown on 20 June 1903 and arrived in New York on 28 June, 1903.
Phillip OReilly was age 28 a laborer had $30. He was going to Marshalltown, IA to stay with his brother. The address fof the brother was St Anthony, Marshalltown, IA.
His last place of residence before sailing was difficult to read but looks like New Roos. Marshalltown is in Marshall Co IA and its N border abuts Hardin Co IA.
