I have a booklet "Driving Tours in Maryland, 1975" which states the following:
"Several prominent people came from Caroline (County), including Colonel William Richardson, a member of the Maryland Assembly and commander of the 5th Maryland Regiment."
I am not researching this family, and have no further information.
