Most of the Powes I have found have hailed from Devon and Cornwall going back to the 1600s. I don't think Poe and Powe are always connected with a common root.
The Powes in S. Wales were only from the John Powe who left Barnstaple and settled first in LLannelly and then in Swansea.
By the way, be very very suspicious of any "heritage books" purporting to show the origins of a single surname, they have often proved to have been inaccurate.
