Most of the records that are recent can only be viewed by the parties involved because of privacy concerns, obviously. Here's what you need. Your mother's maiden name at least, given and surname. Preferably, you would know where were they married, what county in what state? Were they divorced and if so, where? You can then look for a marriage or divorce record for him. You should write to the county where you were born, I think I found you in the California Birth Index (Riverside California, 12 October), and request a copy of your birth certificate. It should list your father and his place of birth. If you know the county where he was born, you can look for a birth certificate for him in that county. Vital records are filed in the county they occur in, so you must know the county. Is there no one alive who would even know what year he was born? A year would narrow it down. And are you absolutely sure of his given names? I ask because I found a Richard Harold Payne, his SSN was issued in Illinois but he lived and died in California: Name: Richard Harold Payne SSN: 324-32-9918 Last Residence: 92014 Del Mar, San Diego, California, United States of America Born: 7 Apr 1940 Died: 17 Jun 2008 State (Year) SSN issued: Illinois (1955) Don't know if that's him or not.
