Donna,

It was not until 1879 that the Federal government started furnishing tombstones for soldiers buried in private cemeteries. It would have been up to a family member or local veterans organization to initiate the application process. I'm afraid that the lack of a government marker in Jefferson County does not tell us whether or not he is there. Unless someone can decipher that tombstone confirming that it is for William, your safest assumption is that he was not brought home and either lies beneath the field of battle in an unmarked grave or at the national cemetery in a grave marked unknown. If it turns out that someone else's name is on that stone that assumption should be even stronger.
